Players can meet him below the Magister barracks in Fort Joy. He is studying Source and creates Meat Golems. If you've got Fane in your group he trades Atusa's severed leg against a Face Ripper. Fane is very interested in the ripper to create the Mask of the Shapeshifter.
Since Fane insisted, I agreed to the trade, but then decided to better rid the world of this mad guy. So I attacked and defeated him and his creations.
